GOBAs and IGOBF

Before GOBAs hold their AGMs they need new constitutions as some existing GOBAs do not have a constitution. New GOBAs need time to get established as they will need to get organised and collect membership fees etc. All existing GOBAs, whether they have a constitution or not need to work to the same constitution and adopt same at their AGM. Each GOBA will then be in a position to nominate two delegates to form the National Committee of the IGOBF. A copy of the constitution is available for each new and existing GOBA. With every GOBA working the same way this will lead to a strong and vibrant Irish Greyhound Owners and Breeders Federation.

Ger Dollard CEO asked some questions of the IGOBF regarding their role in representing greyhound owners and breeders, the following are extracts from his letter dated 24th January 2018. I am aware that IGOBF is a nominating party for Seanad Eireann. While I understand this, it is also clear from my various engagements that a number of GOBAs are not affiliated to the IGOBF. In order to gain a clearer understanding of IGOBF's representative role, and extent of that role, you might let me have a copy of the constitution of the IGOBF and its processes for determining membership, election of officers and its number and geographic spread of membership. I do not wish to have any personal information but more an understanding of the processes and procedures that apply to IGOBF and its extent of representation throughout the industry. This will assist in determining future approaches to engagement with all groups and organisations within the greyhound industry

The role of the IGOBF is to represent all greyhound owners and breeders at national level. It should be made up of a National Committee consisting of two elected delegates representing each local GOBA. Representatives of the Federation would then be in a position to negotiate on behalf of GOBAs with the Irish Greyhound Board, Ministers, the Dept. of Agriculture and the Irish Coursing Club.

Dail Eireann has recognised the IGOBF as a valuable asset to the Irish Greyhound Industry by including it on the register of nominating bodies under the Seanad Electors (Panel Members) Acts 1947 to 1972.
The trust between the IGOBF and the Irish Greyhound Board has broken down and cannot be rectified until a new structure is put in place. Ger Dollard, in his reply to the IGOBF 19th February 2018 stated the National Greyhound Consultative Forum is established to provide an overall structure for engagement. It is difficult to engage with any group that refuses to be part of such national structures
If the IGOBF is to represent greyhound owners and gain recognition from the Irish Greyhound Board and other bodies we have to make changes. The way forward is to reform existing GOBAs and form new GOBAs, then we will have a structure in place to form a National Committee of greyhound owners and breeders representing all tracks in Ireland, North and South. The National Committee will consist of two elected delegates from each GOBA. It is this National Committee that will attend future National Greyhound Consultative Forums. When the National Committee is formed it will be in a position to decide the future direction of the IGOBF.
In order to achieve this all GOBAs must adopt a constitution and work accordingly. Nominations will be received by members before all AGMs. Committees will be elected by secret ballot, this will work in the best interest of greyhound owners and breeders, in turn it will follow through into the IGOBF. GOBAs operating as they should will form a strong foundation on which to build a strong Irish Greyhound Owners and Breeders Federation. All GOBAs must reform and rebuild the Irish Greyhound Owners and Breeders Federation to a standard where it will be recognised and respected by all. It will take time and it starts now in 2018

Wexford GOBA will hold their AGM at Enniscorthy Track on Tuesday 1st May 2018. Nomination papers due back to the secretary, Helen Morris or to any committee member by Monday 9th April.

For members of GOBAs that may have missed the post on the IGOBF 2017 AGM thread 30th May 'There has been a change of venue and date for the 2018 IGOBF AGM
The AGM of the IGOBF will be held in the South Court Hotel, Limerick on Wednesday 20th June 2018 at 8 pm sharp, all are welcome. As the secretary of an affiliated GOBA, Wexford was not informed of the change of venue or date for the AGM.
