Ownership rego across states

A bit of a hypothetical as Im trying to work out the rego requirements across the states for owners.
GRV tell me that if I have a dog trained and racing in Vic I cant register as the owner with GRV as my home address is in NSW. So presumably I register with GRNSW/GWIC?
Is this the same approach for SA, QLD and WA?
As an owner what owner "rules' then apply if Im in one state and the dog is in another?
The SA owner process seems more straight forward than NSW/VIC/QLD based on the online info. Why different processes across the states for basically the same thing?
Is this well co-ordinated amongst the various jurisdictions or is it as jumbled as it seems? Wondering.....

You license yourself in the state you live. Where the dog is placed has no bearing on where you register. That's where the trainer is licensed to handle your dog in the state it is in.

So once you register with GWIC you are all sorted as long as you live in NSW
