To make matters worse I believe the UK bookie levy is voluntary. Also, although N Ireland is part of the UK, the levy goes to GBGB and none of it goes to N.I. tracks Drumbo and Derry.

Yes Ian pay the levy (60 pence per 100 turnover) if you want to.
And the North of Ireland tracks can't get any support at all.

IGB control racing but the bookies control $$$
My suggestion is STRIKE ! All out until a significant increase in prize money is assured.
Irish trainers / breeders want to survive then resort to something that gives leverage to their plight. The bookies will cough up, or they will loose to much $ turnover.
