Just a quick glance at their best times from FastTrack at The Meadows (Tornado 42.02 and Sam 42.03) and Sandown (Tornado 41.20 and Sam 41.25) I'd say there's not much in it.

How they run their races is chalk and cheese One looks hungry ,urgent and a desire to catch ! The other looks like hes out for a stroll in the park for 70% of the race
I am not knocking either , they are fantastic
These differences could explain different results in the stud game for both ,whichever becomes more popular, regardless of times , close or not !

Most of that is fair enough and Craig's figures are right, too.
But Tornado is a risky-to-fair beginner, Sam a moderate one, which makes a difference. Tornado definitely likes to have the rails to himself and will sometimes hold up if he can't get inside a leader. Sam is not fussed. Sam has a "desire to catch" because he is at the back of the field and has no other choice.
Tornado has won 10 of 11 distance starts - his only failure was at his initial look at Albion Park (where peculiar gradients are in place and he began in the ruck).
Sam has won only half his distance starts - 12 of 24.
Tornado and Sam have competed against each other 7 times - Tornado won the lot.
Sam is bigger by a couple of kilos.
Two-out, it would be 1/2 Tornado and 3/1 Sam.
Breeding? Sires which can't jump tend not to throw good beginners (Bekim Bale?) but greater minds than mine will rule there. Still, I could not possibly go past Tornado.
The two best Chappell brothers both did well, as did the Waugh brothers but they had completely different characteristics. All scored centuries but in much different ways. I played tennis with and against two sets of identical twins - they were chalk and cheese, too. As a kid, I once took four games off Lew Hoad in a two set match. Ken Rosewall would never have let me get any.
On times: too many guys are prone to be critical of the use of race times but in the next breath they do the opposite and then go on to quote them in the next ad for sires. It's not the only measure but it is a helluva good one to start with.
In all cases, first check out the opposition - whether Tornado, Sam or Fanta Bale. All are an asset to the industry but in different ways.
